Currently, ManTech is seeking a motivated, career and customer oriented Resource Analyst III to join our team in Herndon, VA to provide unparalleled support to our customer and to begin an exciting and rewarding career within ManTech.


Responsibilitiesinclude but are not limited to:

Demonstrate anunderstanding and support the annual budget build by contributing to thedevelopment of the Program Budget Submission and the Congressional BudgetJustification Book(CBJB).

Support the annualbudget build by developing the Program Budget Submission and the CongressionalBudget Justification Book (CBJB) for the assigned organization.

Analyze moderatelycomplex information to draw conclusions about its value, importance, oraccuracy.

Conduct research tohelp respond to ad hoc taskings such as those arising from CongressionallyDirected Actions and Questions for the Record.

Informs managementteam of requirements/ad hoc tasking and document initiatives.

Exhibits awarenessof the component&s alignment with strategic goals of the component,directorate, Agency, andCommunity.

Develops andimplements long-range plans to accomplish component or directorategoals.

Routinely constructsand maintains background documentation on programmatic and resource analyses,discussions, thinking, and decisions to aid the component's resource managementcontinuity.

• Exhibits fullawareness of physical, technical, human, and financial resource requirementsand availability for a program.

• Usesknowledge of component resources and alternative resource sources to proposeand implement cost-efficient strategies for meeting goals.

• Develops andimplements long-range plans to accomplish goals.

• Preparesbudget exercise submissions; assimilates information about program goals,requirements, costs, and schedules; ensures that submissions are rational,defensible, and executable.

• Ensures thatprogram execution is proceeding within available resource constraints andremains consistent with goals; implements resource realignment as required orin response to unplanned circumstances.

• Exhibitsbroad comprehension of relevant statutes, regulations, and policies in resourceutilization and in the budget development and execution processes.

• Routinelyconstructs and maintains background documentation on programmatic and resourceanalyses, discussions, thinking, and decisions to aid in resource managementcontinuity.

• Preparesdocumentation, briefings, and discussions that represent, explain, justify, anddefend program directions and resource requirements.

• Conductsresearch to help respond to ad hoc taskings.

• Preparesstraightforward and complex written documents that address topics and issues ina clear, logical, and organized manner; ensures that written materials aretargeted to the appropriate audience.

• Capably leadsor conducts briefings or meetings.

• Supports CPAmanagers in the implementation of decision support tools, models andmethodologies to support CPA business imperatives.

• Consults withCPA senior management on data and analytical requirements.

• Demonstratestools to CPA staff, senior management, and external stakeholders.

• Preparescharts, talking points, papers and memoranda to present summaries and findingsthat clearly and concisely communicate complex information.

• Obtainsaccurate information from a variety of sources that provides for consistent andcomprehensive results; determines the appropriate tools to mine, evaluate, andpresent data.

• Createsdatabases to facilitate analysis, develops complex information repositorysystems/methods and standard reports.

• Reviewshighly complex initiatives and draws conclusions about required funding levels.

• Leveragesprofessional network and experience to provide value-added input; identifieskey players. Establishes, fosters and maintains constructive workingrelationships with these groups.

• Participatesin a discussion aimed at identifying performance measures associated with thestrategic direction and goals; works with senior management to evaluateperformance in relation to stated goals, and recommends necessary correlatedmeasures.

• Informsmanagement team of requirements/ad hoc tasking and document initiatives.

PositionRequirements:

• Minimum ofeight years of experience in project/program management, quantitative analysis,financial analysis, or structured approaches to analysis to include datamanipulation.

• A Bachelor'sDegree in business administration or a closely related field with aconcentration in financial management or financial analysis or a Bachelor'sdegree in quantitative analysis, financial analysis, social sciences, or aclosely related field.

• Considerableknowledge in the use of automated program planning software applications.

• Considerableknowledge of business resource planning practices and ability to obtainknowledge of the customer&s budgeting practices and procedures.

• Ability toobtain working knowledge of customer and CFO mission, plans, and programsneeded for participation in decision-making processes.

• Ability toobtain considerable knowledge of customer&s regulations, policies, and uniqueauthorities.

• Considerableknowledge of appropriate Federal regulations and laws.

• Considerableknowledge of quality assurance procedures to ensure data integrity andtimeliness of the data.

• Stronginterpersonal skills.

• Strong oraland written communication skills sufficient for responses or briefings onsubstantive research topics and issues to a wide range of technical andnon-technical customers, co-workers, and managers.

• Ability tomanage competing priorities and work requirements.

• Ability tointeract with customers, employees, and managers at all levels in order tocontribute to and influence decision-making and resolve conflict.

• Workingknowledge of Project Management concepts and principles.

• Ability toapply analytic and diagnostic techniques and quantitative techniques sufficientto identify, evaluate, and recommend to managers solutions to resolveanalytical problems.

• Workingknowledge of management science, operations research or cost analysismethodologies.

SecurityRequirements:

An active TS/SCIwith polygraph is required.

Requires Bachelor's degree and eight years of related experience.
