ManTech is currently seeking a Personnel Security Specialist/Adjudicator for Mission, Cyber & Intelligence Solutions (MCIS) Group in our Washington, D.C. location. MCIS is a premiere provider of cyber security, systems engineering, program protection, and advanced technical solutions to the Intelligence, Defense, and Fed-Civ communities.

Position Overview:

The contractor occupying this position shall serve as the authorized representative for all issues related to the SCI Personnel Security Program. The contractor will interpret and define policy guidelines, develop and implement specific guidelines to meet localized requirements, and monitor program effectiveness. The contractor will participate in program and project planning efforts to evaluate the need for security requirements and recommend equipment, methods, procedures, and systems.

Specific Duties Include:

Evaluate reports of investigations interpret, apply adjudicative guidelines, and author written documentation that clearly cites finding and justifies recommendations for eligibility determinations for access to SCI classified information consistent with the interest of national security. Review investigative documents to identify discrepancies, inconsistencies, and areas of potentially requiring clarification or additional investigation; author written documentation that clearly cites results of review and recommended courses of action. Consults with on-site Government, security officials, and/or eternal Agencies as necessary to identify and resolve personnel security related issues. Prepares adjudicative read-down against national security adjudicative criteria. Controls the processing, review, and appeals actions, which include responding to legal briefs; preparing appropriate analysis and commentary on appeals for presentation to the agency&s security appeals panel. In writing and with justification, recommends security clearance eligibility decisions on extremely sensitive investigative information involving highly complex and controversial issues. Generate, evaluate, and make written recommendations (IAW with unit standard procedures and formats) on each assigned case file in support of SCI clearance eligibility. Knowledge and experience with federal personnel security data repositories (i.e. Scattered Castles, Joint Personal Adjudication system, Defense Central Index of Investigations, and Clearance Verification System). Update security clearance database as necessary to reflect eligibility determinations. As directed, coordinates and prepares, in writing, original personnel security documentation; e.g. statements of reason, letters of intent, advisory letters, denial of access memoranda, etc.

Required Skills:

• Contractor must have at least 5 years of adjudicative experience and an expert working knowledge of National Intelligence security standards, applicable Executive Orders, IC and DoD Directives, and other relevant policy statements, which establish the personnel security adjudicative standards.

• Demonstrate knowledge of and experience with regulations governing Federal personnel security programs such 5 CFR 731, 5 CFR 732, E.O. 10450, E.O. 12968, IC and (HSPD)-12. Experience adjudicating individuals for TS/SCI access against IC and/or DOD adjudicative guidelines.


• Must possess an active TS/SCI.

Job Requirements

Requires Bachelor's degree or equivalent and five to seven of related experience and ability to obtain a security clearance for access to classified information. Courses or certification in government security or PSI preferred.
