Network Engineer / Operational Support System (OSS)

This position supports DISA&s Operational Support System (OSS) project, involving system and network administration.

Administers highly complex networks that typically link numerous computing platforms, operating systems, and network topologies across European and SWA AORs. Identifies impacts on network services, capabilities, and availability as changes in the network configuration are planned and executed including contingency restoration plans and exercise scenarios. Performs technical design reviews. Provides functional guidance, supervision, technical support, training and quality assurance/quality control to users and fellow engineers on the project. Participates in systems analysis and design definition of the OSS network. Identifies OSS problems and risk areas within the assigned geographical Area of Responsibility (AOR) and assists with this globally, and advises management of actions required to mitigate their impact. Identifies impacts on network services, capabilities, and availability as changes in the network configuration are planned and executed including contingency restoration plans and exercise scenarios.


Member of the team supporting DISA GSM-O program. Interfaces with Government and contractor counterparts, both CONUS and OCONUS. Responsible for the network and systems components used on the program with specific responsibilities including but not limited to:

- Evaluate system network requirements and make appropriate technical recommendations.

- Actively monitor network components for failure, using the appropriate element management system.

- Open incident tickets based on this monitoring and calls from the Service Desk or customers.

- Assist IA personnel regarding network security and SSP maintenance. Ensure that the network and system configuration meets all IA requirements.

- Actively monitor load balancing efforts on the OSS to ensure proper distribution of network traffic.

- Provide situational awareness to Government and Company entities as appropriate.

- Perform installation of network components and software on OSS systems

- Implement security measures as directed.

- Perform day to day network engineering support of GIG services/networks.

- Monitor network performance.

- Support development of firewall rules as needed.

- Manage network components in accordance with the established GSM-O Service Level Agreements (SLA)

- Administer OSS systems supporting NMS and EMS applications – patch deployment, backups, server maintenance.

- Act as SME for the NMS and EMS applications for users in the AOR.


- Security certifications (Security+ce REQUIRED at minimum) – DoD 8570 IAT Level II or Level III

- Ability to provide training and technical leadership to users and fellow engineers

- Ability to communicate orally, and in writing, detailed technical information on troubleshooting and implementation efforts.

- Ability to communicate effectively with government customers


- Expertise with VLAN, VRF and firewall configurations

- Proficiency in Cisco IOS, Juniper, load balancers or firewalls

- Equally proficient in Juniper and Cisco configuration, troubleshooting, and design.

- Proficiency in UNIX and Windows systems administration.

- Proficiency in Oracle database administration.

- Cisco certifications

- Juniper certifications

- Layer 3 VPN and Firewall knowledge and experience.

LOCATION: Stuttgart, Germany (Patch Barracks)

SECURITY CLEARANCE: SECRET or TOP SECRET (Must have current active Secret at a minimum; will process for Top Secret)

SCHEDULE: 40 hrs/week

AVAILABILITY: Immediate availability for this funded position.

Must qualify for German TECHNICAL EXPERT STATUS ACCREDITATION (TESA). Base access privileges granted including BX/Commissary. DoDDS school benefit available for dependent children.
