JOB DESCRIPTION:
ManTech International Corporation is seeking a highly motivated strong work ethic Cost Analyst professional to support a very high priority high visibility C4ISR Product Manager Office Aberdeen Proving Grounds (APG), Maryland. The successful candidate will work in the C4ISR Product Manager Office in the Building 6000 Campus providing high energy subject matter expertise support across the full spectrum of Cost Analyst program function with a concentration and focus on cost/financial analysis, program and systems requirements cost analysis, price/cost analysis of system production and engineering (SW/HW) changes, business case analysis, contract cost analysis with objectives for negotiation, analysis of alternative(AOA) development.

The C4ISR Cost Analyst is an integral member of the Business Management and Product Manager Product Teams reporting directly to the BMO Chief. The C4ISR Cost Analyst must have excellent communication, quantitative, research, analytical skills and the capability to work and contribute in a team environment. The C4ISR Cost Analyst will play a key support role in the formulation of the Product Manager Budget Program Objective Memorandum for submission thru the Army Budget Office (ABO) to Department of Defense (DOD).

SKILLS AND EXPERIENCE

• Experience and Knowledge Working with ACEIT – Automated Cost Estimating Integrated Tools https://www.aceit.com/ other acceptable Cost Estimating Tools is Mandatory
• Highly qualified applicants should have experience preparing cost estimates and budgets for major Department of Defense (DoD) programs.
• Experience with Cost estimating methodologies, relationships and model development
• Experience with Cost databases including data collection, validation and normalization techniques
• Experience preparing cost estimates and budgets for Army, DOD programs
• Experience and Knowledge Working with GFEBS - GFEBS – General Fund Enterprise Business System is a Plus
• Experience and Knowledge Working in an Army Budget Office preferably in an Army PMO
• Position is a full time 5 day 40 hour position embedded in the PdM Office APG
• Cost Analysis and Cost Estimating and coordination with the Product and Technical Teams
• Experience with DoD acquisition milestones, plans, policy, process, and strategy and Federal Acquisition Regulations (FAR)
• Experience with Army Acquisition Center process, procedures, and DoD 5000.02.
• Knowledge of LCCE, CARD, and statistical analysis
• Advanced MS Excel skills
• Excellent interpersonal skills with an ability to work on multi-functional teams

QUALIFICATIONS
The following qualifications are required for position. Educational requirement is a Bachelor&s Degree in a Financial, Math, Science or Business and a minimum of 5 years of experience working in a Department of Defense (DOD), Program Executive Office (PEO), Project Manager (PM), Product Manager (PdM) or Army Materiel Command Logistics and Readiness Center Budget Office. Acquisition Corps academia and/or certification is a plus. Professional Cost Estimator or Analyst Certification and Completion of DAWIA Business Cost Estimator or equivalent courses is highly desirable. Must be a US Citizen and possess a SECRET security clearance or have the ability to receive an Interim Secret Clearance

Other Skills Preferred:

Experience with ACAT 1 programs.

Requires Bachelor's degree or equivalent in Finance, Accounting, Business Administration and/or Engineering/Science and seven to nine years of related experience in technical program planning and implementation, contract interpretation, budget development and/or government project administration.
